Introduction: Department of Films & Publications (DFP) is an important organization of the Government of Bangladseh under the Ministry of Information. Its main object is to project the government's developments activities to the people in and outside the boundary with a view to marching forward in all aspects of the nation. Periodicals, films, posters and other publication materials are the major tools to achieve the goal. The main aim of the publicity is to motivate the people with the country's development spree in the field of socio-economic and cultural arena. Through accomplishing creative, informative and documentary activities, the DFP acts as an image-building organ of the country across the world. It also helps to convince the development partners of Bangladesh to improve further the mutual relationship.

The DFP performs its activities by two major mass media¾films and publications. Went back to pre-independence period, two separate departments named, Department of Films and Department of Publications had been engaged to do the job in addition to the activities of the DFP . These two departments have been amalgamated to DFP on 21 June, 1976 ensuring better projection of the country's overall development affairs. In 1983, the Audit Bureau of Circulation, The Advertisement Cell and the registration of publications part of the Directorate of Bengali Translation and Registration of Publication were merged with the DFP to improve and diversify the activities of the department.

Since its inception, the DFP has been acting as an important publicity organ of the government. It has been playing a pivotal role in making creative films on history, art, culture, socio-economic development, geographical situation and ecological diversities of the country. Periodicals, books, posters, leaflets, booklets, folders, etc. on social, cultural, and economic development have been publishin by the DFP to building awareness of the people at the nook and corner of the country. It helps to develop knowledge, attitude and persuasion ability of the rural people including the womenfolk.

The main function of the DFP includes production of films and publication materials with a view to projecting all aspects of our national life including development activities to educate and motivate the people at home and building image of the country abroad. The department ensures the publicity materials available to the people on its own or by other sister organizations to mould peoples' ideas for the betterment of the country. Inside the country, the films and publication materials are being distributed mainly through the Department of Mass Communication. For external publicity, these materials are being distributed mainly through the Ministry of Foreign Affairs.


DFP has six separate arms to accomplish its activities. These are (1) Film (2) Publication (3) Registration (4) Advertisement (5) Audit Bureau of Circulation (6) Administration

1.Film:It is one of the important sections of DFP. The Film Section mainly accomplishes the following tasks:

*Production of news reels
*Production of documentary
*Production of feature documents
*Production of films on peoples' awareness issues including family planning, child care, womens'development etc.
*Production of films on the activities of other organizations
*Undertake of film processing and printing works on commercial basis
*Distribution of films for exhibition both at home and abroad
*Conducting the visit of foreign film making teams in the country

2.Publication:*Regular Publications : (a) Monthly Nobarun (b) Sachitra Bangladesh (c) Bangladesh Quarterly
*Adhoc publications : (a) Books, booklet & folder. (b) Posters,leaflet,sticker etc.
*Advising and supervising the production of publication of other Government organizations
*Distribution of publications both at home and aboard
*Sale of journals and other publications of the department
*Participation in exhibitions of publications

3. Registration: *To receive, register, examine the catalogue and report on books and newspapers under the provisions of the Printing Press and Publication (Declaration and Registration) Act, 1973. *To monitor the trends in books, newspapers and publications printed and published in Bangladesh. *To advise the government whether any subversion is engineered in any publication to undermine the State policy and morale. *To issue clearance for newspaper titles to avoid duplication. *To prepare daily, fortnightly, annual and special reports on newspaper and periodicals for the Government. *To compile bibliographical data on books and newspapers published in Bangladesh for Government and various national and international cultural organizations. * To prepare and publish quarterly catalogues of books and annual statement of newspapers and periodicals. *To report on regularity of the publications of newspapers is and periodicals. * To distribute books and publications received from printers and publishers to different libraries. *To prosecute delinquent printers of books and newspapers violating the Printing Press and Publications (Declaration and Registration) Act, 1973 and initiate legal action against the publishers violating the Act. *To initiate action against the unauthorized printers/publishers of newspapers and periodicals printed or published in Bangladesh without any clearance for titles and authentication of Declaration. *To inspect the printing and publishing houses/organizations throughout Bangladesh for the detection of violation of the said Act, so far the books and newspapers are concerned.
4. Advertisement: *To distribute advertisements received from the Ministry of Information and to arrange their timely publications in newspapers after thorough editing on daily basis *To pay advertisement bills of newspapers after thorough scrutiny *To evaluate the implementation of the advertisement policy and follow up action through the preparation of monthly, quarterly, half-yearly and annual statement *To maintain liaison with newspapers and the Ministry of information in respect of advertisement policy
5. Audit Bureau of Circulation: *To conduct audit of the paid circulation of all newspapers *To construct and update the media list on a constant basis *To allocate newsprints *To fix advertisement rates
6. Administration: The administration of DFP is mainly concerned with human resources management, accounts, audit, budget and overall administrative issues relating to DFP. It deals with the recruitment of Class ??? and Class ?v employees, their promotion, time scale, and the relevant matters as and when required. It takes needful initiatives to skill development training on different issues both for officers and staffs. It maintains and preserves all personal files, guard files, official documents and papers etc. It prepares monthly activities report, receipts revenue report, audit report and send them to the ministry of inmormation. Human Resources : Director General, equivalent to the rank and pay status of a joint secretary is the head and chief executive officer of the department. The Department accommodates a total of 357 personnel according to its organogram. Out of 357 posts, class-I officer designated post is 43, Class II -36, class III -187 and class IV -91. Altogether 266 Officers and staffs are currently working in DFP. Manpower chart is as follows :
